Ray Chan is a Asian transnational organized crime expert with over 25 years of related experience.

With the Hong Kong Police Force for 20 years, Ray has headed various intelligence and investigations units as a detective chief inspector, directing investigations and intelligence-led operations against serious and transnational organized crimes.

From 2009 to 2012 he was seconded to INTERPOL Liaison Office in Bangkok, Thailand, as the regional specialist and acting chief, coordinating law enforcement cooperation, intelligence sharing, operations and trainings for countries in Southeast Asia targeting transnational organised crimes. He has also worked closely with inter-governmental organizations including United Nations Office on Drugs and Crime on capacity building for law enforcement agencies.

From 2017 to 2018, Ray was the regional advisor for Wildlife Conservation Society responsible for counter wildlife trafficking activities in Asia. He has started to run his own security consultancy in Cambodia since 2018, working closely with the national police on security issues and trainings.
